A new petition has been launched by the perennial petition
writers of Bisbee, those who've proven themselves so popular, competent and elect
able. However before we again whip out our pen I suggest we not use the petitioner's resumes as a yardstick for any replacements or the quality of city employees will really tank.

To the person who started this thread:

The John Charley petitions being signed are not against what you call city employees.


They are against one person John Charley.
Mr. Charley is a proven bully, someone who has abused and continues to
abuse his authority as Community Development Director of Bisbee.
You as a citizen are not required to sign this or any petition.
If you wish to denigrate the petition process in general and the person with the petition in particular, that is your option.
If you wish to bury your head in the sand as to the damage John Charley has done this town, then go and bury.
Only one signature is necessary in order for the City Council to consider a petition.
Hundreds of signatures make a statement way beyond that.

In his position at city hall, John Charley is a bully.
Someone should deal with that. If his boss chooses to overlook the abuse, then someone else should bring it up

I haven't read anything on any of the forums that provide a valid reason for removal of this employee. What I've read are some pretty subjective complaints. Nobody should be a victim of segregation, job loss, housing discrimination, or attack just because some other portion of the population dislikes them. While you certainly have a right to petition any branch of government for legitimate redress, I also have the right to view and comment upon this one as an embarrassing misuse of the petition process for entirely personal reasons.

Maybe you should wait until you see an actual copy of the petition before you form an opinion about it.
Have you seen the petition, actually read it? It doesn't appear you have.
It appears your opinion is based on flimsy forum talk. Rumor and innuendo.

John Charley is a bully.
If you have not been subject to his abuse of authority, nor witnessed it, then you need not sign the petition.
But please hold off on your opinions about the concerns of citizens who feel the need to act.

So where is the compelling public evidence? When was a written complaint submitted to the man's boss, your council person, the press, the city council, and the mayor that did that not get fairly resolved?

LETS TAKE THEM IN SECTIONS
1. As for the *compelling public evidence* you might be interested to know that compelling evidence thus far has not always occurred in public.
John Charley does quite well doling out his abuse in private settings, in the company of just a few people, or over the phone. Often the offended, abused person chooses to get around Mr. Charley's actions or simply ignore them rather than going public.
2. You ask *when* was a written complaint submitted to the man's boss (and so on) and I think *when* is *now*.
The petition is a written complaint. Before, complaints may have been submitted orally, whining to friends, colleagues and the like, but if you're looking for *written* here it is, the petition.
3. Fairly resolved? I think the better term might be *compromised* because many who have found themselves up against John Charley's skewed interpretation of city codes have done just that, compromised, in the interests of getting their project moving along.
Sometimes it is easier to settle for a half-baked solution than go up against someone like John Charley and his admirers.
4. As to*where* you feel a complaint should be submitted, ie, the man's boss, your council person, the press, the city council, and the mayor -- I thank you for your suggestion.
One way to submit something to the Bisbee City Council is via a citizens petition [City Charter, 2.19]
Perhaps a way to strengthen the petition would be to outline the problem in a letter to, oh, individual council members, the press, the mayor, and maybe even John Charley's mother-in-law or wife.

argument. Nor do employers normally fire an employee without a record of oral and
written warnings to support their action, especially those wishing to avoid
paying unemployment. Complaints about
any employee must be taken seriously, but you aren’t petitioning them to
investigate the complaints you’re petitioning them to remove an employee based on personal pique. Don’t expect the city to do that without a closer look or the rest
of us not to chuckle.

The city has been burned at least once in recent history if you
will remember the wastewater fiasco based on two anonymous telephone messages.
But that was blue collar with The Union to the rescue.
This is white collar.
Management could opt for reassignment.
