Oral arguments aren't easy. Jeff could sink his entire case just answering one question incorrectly. For someone who isn't use to it, it is intimidating.

appeal involves counsel or parties who do not practice or reside in
Tucson, Arizona, and to reduce litigation expenses, ORDERED: Setting
this appeal for TELEPHONIC ORAL ARGUMENT before the Court of Appeals,
Division Two, on June 25, 2008, at 3:00 p.m. Each side may have
twenty-five minutes to be heard. FURTHER ORDERED: Counsel for appellant
shall arrange a telephonic conference call between the parties to the
Court of Appeals at telephone number xxx-xxx-xxxx. FURTHER ORDERED: Any
party may object to telephonic oral argument. In such event, that party
must so notify the Clerk of the Court in writing within ten days from
the date of this order, and the court will reset the matter for oral
argument in the Courtroom, Third Floor, State Office Complex, 400 West

My guess is, because the City is in this to WIN, and the City Attorney needs to take whatever aggressive action is necessary and appropriate to do so. The City Attorney knows that he will be more polished & persuasive before the court than Jeff "squeaky" Harris will be, and he plans to press that
advantage.

"Aggressive action" is what it's all about, folks. It's an adversarial system by design. It ain't patty-cake.
