At some point it is going to dawn on those who consistently claim there is corruption in city government that there are several unfailing principles of approved research that they seem to ignore.

The first is that the simplest way to form a hypothesis is by observation and documentation. Observe what is going on in an experiment and keep track of it. Then use that information to form a simple hypothesis. What is a simple hypothesis? When all things are true a hypothesis can be inferred from the commonality relevent to those true components.

Next, test and retest your hypothesis. Inaccurate research and documentation will result in a faulty hypothesis. A scientist must be open to results contrary to the ones expected. When testing a hypothesis one must not become so fixated on an expected result that they are unable to see errors in research. Never try to force results to fit an anticipated hypothesis.

Indicators of a good hypothesis is a theory that can be repeated by others and that provides the same conclusion. However, if you have taken your hypothesis and observed results to others, let's say attorney's, or county and state offices and they fail to reach the same conclusion, you should be open enough to at least consider the possibility your hypothesis is wrong. While there are notable exceptions to this rule, the odds indicate it is more likely that HE is an idiot and not Galileo.

In reference to the above post, this is exactly what I see Harris and Von Gundlach trying to do with their accusations of HURF money being misued. However, that is their recent soapbox . Harris is going to prove one way or the other that his theory of Bisbee Government corruption is true. According to Harris, every person in our government is corrupt and need to be taken down.

Looks as if Jeff Harris is really angry. Has anyone else noticed that the level of his vitriol increases the more upset he gets. It must be going absolutely rabid.

The following letter entitled "City Officials Exhibit Bad Manners" by Jeffrey N. Tratten, Bisbee appeared in today's (2/14/08) "Bisbee Observer" under "Letters to the Editor":

Really? John Charley trying to silence reporters? Sounds like somebody's paranoia meter needs readjusted again. Any guess who HAS hounded a reporter when a recently published story DIDN"T slant things his way? Somebody needs to stop projecting their character traits on others.

I just never believe the things they come up with. It surpasses anything approaching reality. Are they that out of touch that they actually see the world opposite of the way other people viewed the events? They get more and more bizarre.

I'm not sure what reality Tratten is living in, even the editor had to post a note at the bottom of the article stating that this meeting was advertised twice in the paper by the city. Also letters were sent out to all people who live or own businesses on Arizona Street informing them of the meeting, plus the regular city postings of the meeting.

That audience was fed up with Harris. Councilmember Porter trying to quell the growing impatience of the crowd, simply asked Harris what was his question.

Of course Tratten mentions some of the city officials there, he forgets to mention Rodgers and Giacomino, who ran a great meeting.

I get out and about a lot, and I can tell you the public at large is getting fed up with the distortions that a few people are perpetrating.

It was a great meeting, except for Harris blabbing something about getting rid of the street department, and taking the city to the attorney generals office.

I doubt that Tratten even knows that the rehabilitation of Arzona Street is being funded with almost 2.7 million dollars, gathered in by this city staff through competitive grants.These grants{ TIP, and Enhancement} were not easy to get, and other governmental entities were very disappointed that Bisbee scored a coup and got all of this TIP grant. Hats off to John Charley, Melanie Green, Jeff Scwartz , Russ McConnel, and Steve Pauken.

Tratten should be saying thank-you to this city administration. The bashing of this staff and council for a major project, almost entirely funded from outside sources, to dramatically improve our city, is beyond my comprehension. I hope staff and council keep a positive state of mind, and continues on with the rebuilding of the infrastructure of Bisbee, and not let these few people distort the reality that Bisbee has one of the best city staffs in all of America.

The overwheilming majority of the people of this community believe this city staff is owed a lot of gratitude for a job well done. The auditor stated at a council meeting that Bisbee deserves an A+, for it's financial condition, I can say that Bisbee's city staff deserves an A+ in every field of city administration. Thank-you Mr. Pauken, and every employee of this city.

I too would like to express my thanks to our City Hall Staff and Employees for their dedication in all areas of our government. It is unbelievable that Harris screams he is harassed and maligned when he will stop at nothing to tarnish the reputation of all the City Hall Staff and employees any chance he gets. I don't know this Tratton guy , but I believe he is friends with Shaley Downson and Dena Shoving. Jeff Harris probably encouraged him to write the letter since even he knew it couldn't come from him.
